When developer or builder looking for a land to do a project or business he select the location or plot and negotiates with the landlord about terms and condition.
Builder/Developer appoint the legal advisor to get the search report and investigate for title clearance, zone, U.I.C. details etc. there are different types of land zone as per govt. norms

After detail report about plot developer/builder get the power of attorney from the landlord, through which he is empowered to develop the land by constructing building.
If the purchase plot is agriculture plot then firstly agriculture plot is make to non agriculture plot while taking permission from govt. authority. No building construction is allowed without grant of the non agriculture use certificate. Non agriculture permission can be granted by the collector.
Demarcation of the land is done by city survey. An application submitted along with the 7/12 extract, property register card and the power of attorney. After the demarcation of the plot architect makes the drawing for the coming project.
